Syrian security forces launched operations against opponents and opened fire on anti-regime demonstrators across the country killing 31 people.

The Syrian army continues its operations despite the cease fire. Security forces fired on anti-regime demonstrators in Homs, Daraa, Idlib, Aleppo and Damascus.

A statement made by the U.N. Security Council said that the Assad regime has not fully complied with a U.N.-backed peace plan for the country and has yet to send a clear signal about its commitment to ending more than a year of violence.

Friends of Syria that want to send a strong message to the Damascus administration to implement the Annan plan will meet in Paris today.

New sanctions to be imposed on Assad regime will be taken up at the meeting also to be attended by Foreign Minister Ahmet Davutoğlu.

Meanwhile, Mikhail Margelov, chairman of the Russian Federation Council's Foreign Affairs

Committee said that he is ready to mediate between the Syrian opposition and troops for the establishment of national dialogue.
