The European Commission also suggested series of proposals to Spain where the youth unemployment rate exceeded 50 percent.

Barroso who pointed out to the danger caused by high public debts offered the Madrid administration to consolidate in the banking sector.

Barroso said further that it will not help Spain to solve the problem by financing the banks in debt.

Meanwhile the EU warned Europe's most powerful economy, Germany to strengthen the financial structure of its state banks and to provide transparency in its management.
